3rd Workshop on the European Commission roadmap towards phasing out animal testing for chemical safety assessments

On 16-17 June 2025, the European Commission (EC), in collaboration with ECHA, will organise a third workshop to discuss the roadmap to phase out animal testing for chemical safety assessments. The purpose is to present recommendations and milestone proposals of the roadmap for stakeholder consultation.

Aim of the roadmap

The European Union has a long-standing policy of replacing, reducing and refining animal testing (3Rs). The Commission announced the roadmap in response to the European Citizen's Initiative (ECI) 'Save cruelty-free cosmetics – Commit to a Europe without animal testing'.

It will provide a guiding plan to accelerate the phasing out of animal testing for chemical safety assessments. The roadmap will outline clear milestones and short- and long-term actions to reach this goal. It will aim at expanding and accelerating the development, validation and implementation of New Approach Methodologies (NAMs).

The roadmap is planned to be published latest in the first quarter of 2026. Its development is supported by three Commission working groups (Human health, Environmental Safety Assessment and Change Management). Multiple activities already provided opportunities for stakeholders to give input on its development. The workshop is the last in a row that will allow stakeholders to provide feedback to it.
